Secretary of State Refers Additional Potential Non-Citizen to Johnson County Clerk for Removal, County Attorney for Further Investigation (Press Release)

CHEYENNE, Wyo. – On March 12, Wyoming Secretary of State Chuck Gray sent notice to the Johnson County Clerk’s Office of an active voter registration record matching an individual identified by the United States Department of Citizenship and Immigration Services as a non-U.S. citizen.
This follows three referrals made to counties concerning potential non-citizens in 2025, and is part of continued collaboration with USCIS to enhance voter list maintenance procedures to ensure only eligible Wyoming citizens are registered to vote in Wyoming. House Enrolled Act 62 from the 2025 Legislative Session, which comprised a key plank of Secretary Gray’s 2025 Election Integrity Reform Agenda, authorizes the Wyoming Secretary of State to access the SAVE System. The record was also referred to the Johnson County Attorney for further investigation in accordance with W.S. 22-26-121.
In a statement, Secretary Gray said, “Only United States citizens and only Wyoming residents should be voting in Wyoming elections---period. As Wyoming’s chief election official, I am continuing to partner with the Trump Administration to ensure that only United States citizens are registered to vote in Wyoming and that Wyoming’s voter rolls are the cleanest in the nation. As part of that collaboration and work with the Trump Administration, I’m referring a potential non-citizen to the county clerk for removal from the voting list, and also referred the individual to the appropriate law enforcement authorities for further investigation of potential false voting. Voter list maintenance was a key plank of our conservative election integrity reform agenda that we worked to pass through the Wyoming Legislature, and I’m proud of our work to pass and implement these common-sense statutory changes that enhance our voter list maintenance procedures. We must continue to address these issues, which is why the SAVE America Act must also be passed at the federal level. Only United States citizens should be voting in Wyoming elections—period.”
